Toby Young
Toby Young was appointed State School Security Marshal in October 2024 by Gov. Andy Beshear. He joined the Department of Criminal Justice Training in December 2019 as a compliance officer within the Office of the State School Security Marshal, where he was responsible for 97 public schools representing 17 school districts located throughout 13 counties. During this time, he was also the agency’s Handle with Care liaison, responsible for meeting with law enforcement leaders to enhance collaboration between schools and peace officers to support student well-being.
Young has served the Justice and Public Safety Cabinet and the Commonwealth for more than two decades, 20 of those years with the Kentucky State Police. He rose through the ranks, filling numerous roles including legislative security detail, member and instructor for the special response team, and finally, part of the executive security detail providing protection, where he retired as a sergeant.
He is a KLEC-certified law enforcement instructor specializing in a variety of topics, including school resource officer, basic police enforcement and less-lethal systems.
Young is an alumnus of Campbellsville University and Lindsey Wilson College.
